South Dakota Commissioner of the Bureau of Human Resources and Administration Selected as 2025 NASCA Vice President
Pierre, SD — The National Association of State Chief Administrators (NASCA) has announced Darin Seeley, Commissioner of the Bureau of Human Resources and Administration for South Dakota, as the organization’s newly elected Vice President. With a background in operations and human resources across a variety of industries, Commissioner Seeley brings a wealth of experience in leadership, talent management, and organizational development to this important position.
Governor Larry Rhoden said, “Darin has done an excellent job for South Dakota’s state employees. He has worked with both me and my predecessor to expand opportunities and benefits for our state workforce while remaining true to efficient stewardship of taxpayer dollars. We are very fortunate to have him on the team!”
Darin Seeley has served as the Commissioner of the Bureau of Human Resources and Administration for South Dakota, overseeing the state's human resources, risk management, facilities, and general services operations leading the development of policies and programs that impact thousands of state employees. Prior to this, Seeley spent more than a decade in the private sector, including serving as the Director of Human Resources for Harms Oil Company in Brookings, South Dakota. He also held leadership roles with Black Hills Corporation in Rapid City, where he helped drive human resources strategy and organizational change.

Commissioner Seeley earned his bachelor’s degree in agricultural business from South Dakota State University and later received an MBA from the University of Findlay. His career in human resources has spanned multiple sectors, including energy, retail, logistics, and manufacturing, where he focused on driving talent management strategies, employee engagement, and organizational effectiveness.

Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners.
