Connecticut Commissioner of Administrative Services Selected as 2025 NASCA Treasurer
Hartford, CT — The National Association of State Chief Administrators announced the election of Michelle Gilman, Commissioner of the Connecticut Department of Administrative Services, as the 2025 NASCA Treasurer. Commissioner Gilman, who oversees a diverse range of services for the state’s executive branch, brings a wealth of leadership experience to this important role.
"Congratulations to Commissioner Michelle Gilman on her well-deserved selection as the National Association of State Chief Administrative Officers treasurer," Governor Ned Lamont said. "Her dedication and leadership within the Department of Administrative Services have consistently demonstrated our commitment to effective governance and innovative public service. I am confident that Michelle will bring the same drive and excellence to this national role, helping to strengthen collaboration among states and enhance the capabilities of administrative services across the country."
Appointed by Governor Ned Lamont in February 2022, Commissioner Gilman leads the Connecticut Department of Administrative Services, overseeing an annual budget exceeding $250 million and a dedicated team of approximately 1,000 employees. The department is responsible for delivering statewide services, including human resources, information technology, procurement, construction management, fleet services, and more. During her tenure, Gilman has focused on stabilizing the state's workforce in a post-pandemic economy and has implemented a series of initiatives aimed at improving recruitment and retention in critical sectors such as healthcare, engineering, and information technology.

As Commissioner, Gilman has been a champion for digital equity, spearheading efforts to centralize the state’s IT infrastructure and ensuring that all Connecticut residents have access to the tools necessary to thrive in a digital economy. Additionally, she has prioritized sustainability efforts across the department and worked to support small and minority-owned businesses through partnerships with federal, state, and non-profit entities.
Gilman’s prior experience includes serving as Deputy Chief Operating Officer to Governor Lamont, where she successfully led COVID-19 initiatives, including the state’s free testing program and vaccination rollout. She has also advised numerous elected officials, including U.S. Senator Christopher Dodd and State Comptroller Kevin Lembo.
