National Association of State Chief Administrators Announces 2025 President

Lexington, KY — The National Association of State Chief Administrators announces Secretary Adam Proffitt of Kansas as the 2025 NASCA President. President Proffitt, who serves as Kansas's Secretary of Administration and Budget Director, brings a wealth of experience in government leadership and fiscal management. Secretary Proffitt previously served as the Treasurer of NASCA.

"The work of NASCA is more important now than ever, bringing together state chief administrators from across the nation to learn from each other and share best practices. I look forward to serving and share my gratitude for 2024 NASCA President, Commissioner Holwerda's leadership, leaving NASCA strong and ready for the future," said Secretary Proffitt on his new role.

Governor Laura Kelly appointed Adam Proffitt as Secretary of Administration on January 2nd, 2023. Secretary Proffitt also serves as the Director of the Budget, a role that he has held since December 2020. As Budget Director, he serves as the chief financial advisor to the Governor and works to construct a budget that is both sustainable for the State of Kansas and reflects the Governor’s policy priorities. Each role requires extensive leadership and collaboration with the legislature and vested stakeholders to ensure high-quality government services to Kansans. Prior to his appointment as Budget Director, Proffitt also served as the Medicaid Director for the state of Kansas, where he was the top administrator of the state’s $3.8 billion Medicaid program known as KanCare.

Secretary Proffitt is following the leadership of NASCA 2024 President Commissioner Rebecca Holwerda. "Commissioner Holwerda led a historic year for NASCA, bringing the organization's administration in-house, creating savings of over 25% of the annual budget, and increasing the focus on member engagement. I am so thankful to have had the opportunity to serve under her leadership. The future of NASCA is bright thanks to Commissioner Holwerda and Secretary Proffitt," NASCA Executive Director Elizabeth Whitehouse noted.

Commissioner Holwerda said, "It has been a joy to serve this organization and collaborate with my colleagues around the country who are positively transforming government operations. NASCA is re-energized and is the premiere resource for CAO’s to connect and share knowledge. It is a privilege to hand the baton to Secretary Proffitt to further the success of the organization.”

Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners. NASCA engages states in transforming government operations through shared knowledge, operational excellence, and thought leadership.
