Leading and Managing in Periods of Transition
The 2014 Institute on Management and Leadership is a premier and engaging two-day executive education program led by the University of Pennsylvania’s Fels Institute of Government. This one of a kind event invites private sector partners to sit alongside state chief administrators to discuss challenges for 2014, learn from Ivy-League professors, and develop new tools for success in state government.

October 15-17, 2014, Drury Plaza Hotel, Santa Fe, New Mexico

The NASCA 2014 Conference is a highly interactive executive development and networking event. Reflecting the practical interests of State Chief Administrators, the agenda features four broad activities:

1. Executive Development Sessions. World-Class faculty from the University of Pennsylvania and other leading universities will present the latest thinking about issues relevant to Chief Administrators. With the 36 governor’s election taking place this year, the 2014 Institute will emphasize Leading and Managing during Periods of Transition, with a focus on succession planning, ensuring continuity of legacy projects, and personal transitions.

2. Case Study Dialogues. Participants will discuss a case study about an actual challenge facing a Chief Administrator in a high-stakes setting. This year’s case study will feature a compelling story about managing transition. The case study will act as a catalyst for discussion and provide a reference point that will enable participants to apply the lessons from the executive development sessions to their own experiences, making it especially valuable. By addressing concerns that all Chief Administrators can recognize, the case will give participants a chance to share problem-solving strategies that have worked for them in similar circumstances. NASCA facilitators will lead the dialogues and summarize the resulting insights about leadership, change, and organizational culture. In addition, participants will discuss smaller case studies based on the most common projects and initiatives from SCA’s around the country. These smaller cases will allow participants to hear about the biggest challenges and promising practices for implementing projects like ERP and civil service reform.

3. Facilitated Networking. The conference is a valuable forum for meeting new colleagues and deepening existing relationships. NASCA faculty and staff will facilitate relationship-building through both formal and informal activities designed to maximize the number of connections that participants make with each other.

4. Peer-to-Peer Coaching. Participants will have time to share ideas about ways to apply insights from the executive development sessions and the case discussions. This activity will ensure that the conference has a lasting impact back on the job.

    Get to know each other through a series of ice-breakers and activities, including an interview activity based on the theme of transition and engage in team-building through the Reciprocity Circle exercise.

Managing Gubernatorial Transition
 Rick Stafford, H. John Heinz III College, School of Public Policy and Management, Carnegie Mellon University 
     Mr. Stafford served as the Director of Transition between the administrations of Pennsylvania Governor Shapp and Governor Thornburgh. He will discuss lessons learned from this experience.

   Dr. Moussa will lead an interactive session on building and leading high performing teams. It will introduce strategies and frameworks for enhancing team effectiveness, and include insights on overcoming common challenges.

Case Study Part I, Virginia Department of General Services

Leading and Managing during Periods of Transition: Virginia Department of General Services Case Study
There are many moving parts that require coordination during a gubernatorial transition in order to ensure a smooth succession of executive power. The Virginia Department of General Services, headed by Director Richard Sliwoski, played a pivotal role during the most recent Virginia gubernatorial transition. Coordination between the outgoing administration and the incoming administration was complex and needed to be orchestrated precisely, collaboratively, and with expertise. In line with this year’s Institute theme of leading and managing during periods of transition, this case study will focus on the importance of, and complexities around, building a transition team, creating relationships, maintaining team engagement during a time of transition, and managing contracts and projects while transitioning administrations. With 36 gubernatorial races taking place this year, this case study will serve as a timely and relevant tool for state chief administrators across the country.

Every executive has a moment that challenges their leadership thinking and actions. In this highly interactive session we will explore how exceptional leaders manage disruption, change and crisis while leveraging the assets available to them as they lead their organizations forward. Sample cases will be drawn from multiple industry examples and participants will be invited to share their own experiences and observations about effective tactics and inspiring achievement.

Our colleagues at NASPO will provide insight on the strategic role of procurement officers during large scale management transition. They will touch on topics such as conveying the value of involving procurement during early stages of transition.

Participants will participate in one of three workout sessions focused on topics that were identified through a survey of member’s top initiatives and challenges. In each session, the presenting state will be outlining a challenge and/or problem related to a pre-selected theme or topic (e.g. life cycle asset management, “greening” state government, etc.), and the session will engage their peers in developing solutions.
