State of Utah’s On Demand Motor Pool Nationally Recognized - 2018 NASCA Innovation in State Government Award Winner

[Omaha, Nebraska] Tuesday, October 16, 2018 – The State of Utah has been named the winner in the category of General Services for the 2018 National Association of State Chief Administrators (NASCA) Innovation in State Government Award, honoring best-in-class initiatives within the state government administration.

The State of Utah’s nationally recognized efforts were focused a strategic partnership with Enterprise Rent- A- Car which equips the Division Fleet Operations with on-demand rental sites at multiple state facilities, customized to meet the specific motor pool needs of state agencies in each area. The partnership has allowed the State to remove underutilized vehicles in an important step toward right-sizing its fleet, while still ensuring coverage for peak-demand days.

“The contract allows for adaptability and innovation.” Stated Tani Downing, the Executive Director of the Department of Administrative Services for the State of Utah. “Even as significant cost savings have been realized, service has not been sacrificed. In fact, service levels have improved.”

The initiative has also helped establish more efficient vehicle usage by expanding vehicle type options. With its large, diverse inventory, Enterprise Rent-A-Car can adapt to the unique needs of each location as well as scale according to the demands of the location. Additionally, earlier vehicles with high emissions are targeted to be removed from the fleet. With this strategy, emissions from fleet vehicles are expected to be reduced by up to 30%.

Enterprise Rent-A-Car has streamlined the paperwork process, with an easily-accessible on-line reservation system, simple daily rental rates, an easy internal billing system, and convenient vehicle pick up and drop off procedures. These changes have encouraged employees to use fleet vehicles instead of their personal vehicles thereby, reducing mileage reimbursement cost and vehicle emissions.   

“The State of Utah’s innovative cooperative agreement has made striking contributions in their state operations, leading with a legacy of continuous improvement and strategic analysis. The public – private approach is a compelling model for driving efficiencies in government and improving services,” said Sarah Razor, executive director of the National Association of State Chief Administrators. 

The Division of Fleet Operations continues to analyze the logistical demands. For some of our high-volume facilities, plans are underway to transition to long-term rental plans. 

The NASCA Innovation in State Government Awards are the premier awards program in recognizing state government operational innovations and leadership. The nominations are reviewed by experienced state chief administrators and subject matter experts from the private sector based on innovation, ability to transfer or replicate the initiative to other state and local governments, and efficiencies created.   NASCA recognized the 2018 award winners at the Institute on Management and Leadership, a premier and engaging two-day executive education program led by the Leadership for a Networked World at Harvard University.
