Lexington, KY – The National Association of State Chief Administrators, or NASCA, announces the unanimous election of Sarah Razor as the NASCA Corporate Council Co-Chair.

Sarah Razor, a seasoned Client Relationship Executive at Guidehouse, with a proven track record working with state and local governments, was elected on March 29th, 2024, to serve as the Corporate Council Co-Chair. She will be partnering with Emily Crutcher, a respected Senior Vice President – Public Institutions and Higher Education with global real estate services company JLL, in leading the Corporate Council.

As Co-Chairs, Sarah Razor and Emily Crutcher will serve as Ex-Officio Members of the NASCA Executive Committee. In these roles, they will provide crucial guidance and direction to the organization, ensuring its continued success and growth.

“I am so honored to be a part of an organization that I love and appreciate the opportunity to serve NASCA’s Corporate Council alongside state leaders who are transforming state government operations.” Ms. Razor noted.

Elizabeth Whitehouse, Executive Director of NASCA, noted the excitement about Ms. Razor’s election. “Sarah’s commitment to supporting public sector leaders and this organization is unparalleled. She joins Emily, who has provided steadfast guidance and incredible support to NASCA over the past several years. With their combined leadership, the Corporate Council and the Executive Committee are stronger than ever and poised for substantial growth.”

Ms. Crutcher highlighted the importance of the work NASCA leads and the role of the Corporate Council, "Secretaries of Administration are completely inundated with the day-to-day challenges of ensuring the delivery of services to their client agencies and constituents. Amidst this sprint, NASCA exists to foster meaningful peer-to-peer relationships amongst State CAOs, who might not otherwise have the time and geographic proximity to connect. NASCA is a unique organization in that the State CAOs have this remarkable opportunity to share and learn best practices, not just from one another, but from the corporate partners. Armed with state partnerships, private sector expertise, and recognition of operational excellence, the State CAOs can go back to their capitols to drive change and promote innovation. I’m honored to help further NASCA’s mission and work."

Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners. NASCA engages states in transforming government operations through shared knowledge, operational excellence, and thought leadership.
